SECTION VI: ACTIVITIES/ATHLETICS/STUDENT ORGANIZATIONS

Class Officer/Committees Qualifications/Requirements

I. Leadership Positions:

II. Qualifications:

A. Meet all KSHAA eligibility requirements (which also requires that a minimum of 5 classes must

have been passed the previous semester and at least 5 classes are taken during each semester

of activity participation)

B. Maintain a minimum GPA of 2.5

C. Candidates must be at grade level

D. No class officer may have disciplinary action resulting in Suspension, ASD (case by case)

or truancy problems from prior year or during term of office

E. Must sign and submit class officer contract

III. Elections:

A. Class officer elections will take place in May of the previous school year.

B. Complete a Candidacy Contract, they must be returned to class sponsor in order to have name

on ballot.

C. Agree to follow school policy regarding campaign activities; (only approved posters, no gift

give-aways, etc)

IV. Participation Requirements:

A. Attend all scheduled meetings; unless excused prior to the meeting by sponsor.

B. One class meeting and 2-4 officer meetings will be conducted each month of the school year.

C. Participate in class activities designated.

D. Two consecutive unexcused absences and/or five total absences will be cause for removal from

office.

E. Participate in Leadership retreat (if scheduled)

V. Removal From Office:

A. Failure to meet grade/eligibility requirements will be cause for removal from office at the

conclusion of each semester.

B. Failure to meet all candidate contract provisions will, if possible, lead to one warning; however,

when the student has exceeded the contract provisions he/she will be removed from office.

C. A student may appeal their removal from office to the Principal.

The following clubs and organizations meet once a month (or more) during a Seminar Period. We

encourage students to get involved in at least one of these Clubs.

Students may get information from their Seminar teacher or from their club and organization handbook

on whom to contact for specific information regarding any particular organization.

ATHLETICS

Junction City High School offers a well-rounded program of interscholastic sports for both girls and

boys. Before a student is eligible to practice, a school physical exam form must be presented (with a

physician’s signature and the signature of a parent/guardian approving the athlete’s participation) and an

Activity/Athletic participation form on file as well. Also, the student must be in good standing academically

and not on a disciplinary contract. The athletic program adheres to the rules and regulations of the

Kansas State High School Activities Association.

Junction City High School competes in the Centennial League. The League schools include Junction

City, Manhattan, Topeka, Topeka West, Seaman, Shawnee Heights, Hayden, Washburn Rural, Emporia,

and Highland Park.

KANSAS STATE HIGH SCHOOL ACTIVITIES ASSOCIATION

ELIGIBILITY REQUIREMENTS

JCHS adheres to the KSHSAA eligibility requirements. A student, to be eligible to participate in interscholastic

activities, must be certified by the school principal as meeting all eligibility standards.

A summarization of KSHSAA rule states: YOU ARE ELIGIBLE IF:

1. You are a bona fide undergraduate student in good standing. An undergraduate is one who has completed

fewer than twenty-one (21) units of high school credit or has not been granted a diploma.

2. Your conduct and standard of sportsmanship are satisfactory and do not bring discredit to yourself

or school.

3. You will not be nineteen (19) on or before September 1 of the current school year.

4. You have not completed eight semesters of competition and/or attendance, nor more than four

seasons in one activity in a four-year school, six semesters and three seasons in a three-year

school, four semesters and two seasons in a two-year school. Fifteen (15) days of attendance or

participation man inter-school activity shall constitute a semester’s eligibility.

5. You passed five subjects of unit weight your last semester of attendance without relying on work

that is incomplete. No make up work is permitted after the close of the semester for the purpose

of becoming eligible. (If you are a first semester high school student, you must have passed five

subjects of unit weight in your last semester of junior high attendance).

6. You are attending and enrolled in five subjects of unit weight.

7. The last two semesters of possible eligibility are consecutive.

8. You do not engage in outside athletic competition in the same sport while you are a member of a

school squad. You should consult your coach or principal before you participate individually or on a

team in any game, training session or tryout conducted by an outside organization.

9. You have passed an adequate physical examination by a practicing physician and have the written

consent of your parents or legal guardian. (The completed form must be in the hands of your principal

prior to your first practice.)

10. You are regularly enrolled and in attendance not later than Monday of the fourth week of the semester

in which you participate.

11. If you drop out of school four weeks or less before the semester ends and have completed a sufficient

amount of work to give them a semesters worth of credit, without relying on work that is incomplete,

you are eligible for the following semester.

12. You are a transfer student and have met the requirements of the transfer rule. (Students may not transfer

from one secondary school to another and become eligible until they have been in attendance eighteen

(18) weeks unless their parents or legal guardian move to a permanent residence in the vicinity of the

new school to which the student transfers. Contact the principal concerning this regulation.)

13. You are not a member of any fraternity or other organization prohibited by law or by the rules of the

KSHSAA.

14. You have not competed under a false name.

15. You have not competed for money or merchandise of intrinsic value and have observed all other

provisions of the Amateur Award Rules.

RULE 52

In keeping with the Kansas State High School Activities Association requirement to encourage and enforce

good sportsmanship, we ask that all students/fans assist us in honoring Rule 52.

Rule 52 requires the following:

• Be courteous to all. (participants, coaches, officials, staff, and fans)

• Know the rules, abide by and respect the officials’ decisions.

• Win with character and lose with dignity.

• Display appreciation for good performance regardless of the team and school.

• Exercise self-control and reflect positively upon yourself, team and school.

• Permit only positive sportsmanlike behavior to reflect on your school or its activities.

• All ACTIONS are to be FOR, NOT AGAINST; POSITIVE, NOT NEGATIVE OR DISRESPECTFUL!

• Students/fans who violate Rule 52, or who display any type of poor sportsmanship, will be ejected

from the activity; may be subject to loss of privilege of attending school activities, as well as further

disciplinary actions.

GEARY COUNTY USD 475

SUBSTANCE ABUSE POLICY FOR EXTRA-CURRICULAR ACTIVITIES

Geary County USD 475 believes that school activities are a positive influence for students and the

community. The expectation for all of our students is to be lawful in the conduct of their daily lives.

Students who voluntarily represent Geary County USD 475 in various activities are held to a high

standard of conduct. The following guidelines reinforce the expectation of good conduct and positive

representation of USD 475 by students who participate in Geary County USD 475 athletic and extracurricular

programs.

The policy is designed to help students and parents cope with drug, alcohol and tobacco use. Rule #14 of

the Kansas State High School Activities Association states that in order to be eligible for participation, the

student must be in GOOD STANDING. A student who uses any form of tobacco, illegal drugs, alcoholic

beverages, etc. is NOT in good standing. It is the belief of coaches, sponsors and the administration that

a clear prior understanding of the policy outlined below will prevent conflict should a need for disciplinary

action occur. It should be understood that the school staff will not “police” the community looking for

violators. The intent of this policy is to prevent problems. The school will not become involved with

situations confined within the home involving direct supervision and consent of parents. Violations of

the rules must be observed by a staff member, coach/sponsor, law enforcement officer, or reported by

the student’s parents if penalties are to be imposed.

Participation in athletics is a privilege, not a right. Student athletes are in a highly visible setting of leadership

and/or competition/performance. Therefore, student athletes will be held to a higher accountability

of conduct and behavior than the student who chooses neither to participate nor to represent Geary

County USD 475.

The responsibility of an athlete to his/her fellow athletes is a year-round commitment and does not end

with the season. Therefore, this policy is in effect for all four years of a student’s high school career or

all years of a student’s middle school career and is enforced all twelve months of the year.

The following expectations and consequences are in effect and will be enforced for twelve (12) months

of the year and may carry over to the next season of participation. Consequences will be cumulative

during the middle school years and high school years. Representing Junction City High School begins

once a student has been promoted from the eighth grade (Geary County USD 475 middle school) or

a student enrolls from another school district and henceforth includes weekends, summer months and

school holidays.

The district hires coaches/sponsors to manage their activities. Coaches may have stricter rules than

what is provided by this policy. If a coach or sponsor has stricter rules, those rules shall be provided to

the student and parent by the coach in writing and returned to the coach signed by the parent prior to the

start of the activity. The substance abuse policy provides a baseline standard to which all extra-curricular

programs will adhere. Coaches may go above and beyond these guidelines with approval from the

athletic director and building administration.

Under this policy, an offense shall mean the use, possession, disbursement, or being under the influence

of alcohol, tobacco, inhalants, or any illegal drugs.

Proper verification of student involvement in the use, possession, disbursement, or being under the influence

of alcohol, tobacco, inhalants, or any illegal drugs must exist if consequences are to be administered.

SCHOOL PROCEDURES, DISTRICT POLICY AND ADDITIONAL TEAM RULES ESTABLISHED BY

THE HEAD COACH/SPONSOR MAY ALSO APPLY.

A. First Offense: (All Apply)

o Suspension from next scheduled contest or performance. Students participating in more than

one activity simultaneously will have consequences imposed in each activity; and

o A conference with the participant, school administrator, coach/sponsor, and parents before

reinstatement; and

o Fulfillment of any additional responsibilities required by the coach/sponsor before reinstatement.

B. Second Offense: (All Apply)

o Suspension from remainder of present activity, however the student will forfeit no less than (5)

scheduled contests or performances; and

o A conference with the participant, school administrator, coach/sponsor, and parents before

reinstatement; and

o Fulfillment of any additional responsibilities required by the coach/sponsor before reinstatement;

and

o Verification of and enrollment and participation in a professional alcohol, tobacco, or drug

treatment program before reinstatement.

C. Third Offense: (All Apply)

o Suspension from participation in extra-curricular activities for one calendar year; and

o A conference with the participant, school administrator, coach/sponsor, and parents before

reinstatement; and

o Fulfillment of any additional responsibilities required by the coach/sponsor before reinstatement;

and

o Completion of a professional alcohol, tobacco, or drug treatment program before reinstatement.

D. Fourth Offense: (All Apply)

o Suspension from participation in extra-curricular activities for a minimum of one calendar year.

Further, the student may be required to forfeit all remaining eligibility; and

o A conference with the participant, school administrator, coach/sponsor, and parents before

reinstatement; and

o Fulfillment of any additional responsibilities required by the coach/sponsor before reinstatement;

and

o Completion of a professional alcohol, tobacco, or drug treatment program before reinstatement.

*Suspensions may carry over from one season to the next and/or from one school year to the next.

*Appeals may be pursued through established school disciplinary policies.

*Self Disclosure: If a student voluntarily initiates disclosure of a violation to school personnel, an

administrator will have a conference with the coach/sponsor, the student, and a parent/guardian.

NO disciplinary action will be administered for the initial self disclosure. The offense will be recorded by

an administrator. Subsequent self disclosures of a violation to school personnel will result in the steps

outlined in Parts A,B,C,D of the above policy.

ACTIVITY PARTICIPATION AND ATTENDANCE

Any student participating in any athletic or activity program sponsored by KSHSAA and/or JCHS must

be in attendance at school for the entire day’s schedule of classes in order to be eligible and in good

standing to practice, perform or compete later on that day or night. This policy applies to but is not limited

to the following types of activities:

1. Athletic practices, meetings, contests.

2. Musical and drama rehearsals, performances, contests, tryouts and festivals.

3. Drill team, cheerleaders, JROTC clinics, interviews, tryouts, rehearsals, performances, fund raisers.

4. Club and organizational meetings, fund raising, projects, conferences, workshops, contests, or other

activities sponsored by that club.

Students not in attendance for the full day of classes on a Friday are not eligible to practice, perform, or

compete on Saturday. Upon their return to classes n Monday, they would be eligible to participate. This

policy may be waived and the student allowed to participate if the following actions are taken:

• A call is made in advance, when possible, of the absence by the student’s parent/guardian explaining

the reason and the necessity for the student missing all or part of that day.

• In emergency situations a call is made as soon as is possible or convenient explaining the nature

of the student’s absence.

The decision to waive this policy will then be made by the administration. Calls should be directed to

the athletic director at 717-4226.

Students who miss all or part of a school day will comply with the above policy. Students are expected to be

at school and in class the following morning when classes begin following an activity the previous night.

STUDENT TRANSPORTATION

Bus transportation will be provided to students to and from school for those students who qualify.

Transportation will be provided by the school district for all extra-class activities. Students are prohibited

from driving personal automobiles to school district-sponsored activities held during the school day.

ACTIVITIES:

1. Cheerleaders, mascots, and athletes must ride in school vehicles to and from out of town school

activities.

2. Students participating in in-town or out-of-town school sponsored activities must ride in school

vehicles. The only exception is as follows:

• After obtaining prior approval from the principal, students who are participants may ride home

or elsewhere with their parents following out-of-town school sponsored activities.

• Parents must submit their request in writing for the athletic director’s approval.

• Individuals who are not participants must arrange for their own transportation.

In-district transportation for groups of five or less can be accomplished at the discretion of the

principal.

Colege Bound Student-Athlete

Students interested in pursuing athletic opportunities after high school are encouraged to obtain a copy

of the Junction City High School Student-Athlete planning guide. Students can obtain those handouts

in the athletic office (room 102) or from any counselor. You can also obtain information for Division I, II,

NAIA, and NJCAA eligibility requirements by accessing the following web-sites.

Prepare yourself for playing sports in college by preparing early.

Begin in your freshman year by learning about courses you will need to take. Apply to the Clearinghouse

after your junior year of high school.

Take the PSAT, SAT, and/or ACT and have your scores sent to NCAA.

Prepare a resume and interest letter for teams of the schools you may be interested in. Lastly, keep up

your grades, and develop a good work ethic.
